(Fuswilath) 41 : 48
وَضَلَّ عَنْهُمْ مَا كَانُوا يَدْعُونَ مِنْ قَبْلُ ۖ وَظَنُّوا مَا لَهُمْ مِنْ مَحِيصٍ

And those whom they were invoking before will stray from them, and they will realize that they have no way to escape. 

The Fujjar who are earning Hell as a fine for doing deeds without forming a real belief with Adhikr don’t consider the Soul and don’t believe in the Hereafter. They have read the verse 7: 37 saying that they will witness against their soul at the time of their death that indeed they were disbelievers. Through verse 109: 6, the odd believer is commanded to declare to these Fujjar that ‘You have your way of life, and for me, the True way of life’. See explanation 6: 94; 7: 52-53; 40: 69-75.
